What changed in 2026

18 May 2026

New Real Estate Registry Law

Royal Decree 56/2026 replaced the 1998 system: electronic title deeds carry full legal weight, a Preliminary Register records off-plan units, and an English translation of the title deed can be issued on request. [1][2]

22 June 2026

Sponsor-free owner residency

Royal Oman Police Decision 87/2026 introduced a sponsor-free owner visa and owner residency, including for legal representatives of a company that owns a unit, and a visa for buyers whose units are not yet registered. [3][4]

Late June 2026

Ownership areas unchanged

The Ministry of Housing and Urban Planning clarified that the residency changes do not widen foreign ownership, which remains limited to designated locations. [5]

20 September 2026

Freehold in economic and free zones

OPAZ Decision 81/2026 allows freehold sales to non-Omanis in zone projects the OPAZ board designates, with residency for unit owners and their families. [16]

The routes at a glance

A side-by-side view of what you hold, where, and how it links to residency. Details and sources follow below.

Property routes for foreign investors in Oman (indicative, October 2026)
Route What you hold Where Residency link Main limits
1. Company on the mainland Registered title for business use, or long-term lease / usufruct for a foreign investment project Subject to location, land-use and activity approvals Legal representatives of the owning company may get owner visa / residency Not for purely residential or agricultural use; development purchases need Omani or GCC ownership
2. ITC freehold (individuals or companies) Freehold title, no time limit Licensed Integrated Tourism Complexes Owner residency for owner, spouse and first-degree relatives; Golden Residency from OMR 200,000 (completed unit) Plots must be built within 4 years; residency ends on sale
3. Usufruct / long lease Registered right of use for a fixed term (initial term up to 50 years, extendable to 99 years under MD 357/2020) Approved buildings or allocated land Not clearly confirmed – do not assume Eligibility conditions, quotas and resale limits
4. Other designated areas Ownership under each project's rules Future cities (e.g. Sultan Haitham City), integrated neighbourhoods (e.g. Surouh), designated zone projects Per project and authority; zone rules provide residency for owners New frameworks; confirm the project's designation

Tags below: Verified = confirmed in an official text or a reputable report dated 2025–2026. Reported – confirm = reported or only partly documented, so confirm with the authority.

1. Buying on the mainland in a company's name

An Omani-registered company, including one that is foreign-owned under the Foreign Capital Investment Law, can be a practical holding vehicle for business premises, but it does not unlock residential freehold everywhere.

  • Companies can register property purchase contracts with the Ministry of Housing and Urban Planning. For the company's own licensed activity, the property must be of residential-commercial, commercial, industrial or tourism use, not purely residential or agricultural, and in the same governorate where the company operates. Verified [6]
  • Buying for real-estate development is stricter: the company must be wholly owned by Omani or GCC nationals (or at least 30% for public or closed joint-stock companies), the land must be at least 5,000 m², and more than 50% must be used for the registered activity. Verified [6]
  • The service lists fees of OMR 2 to register the contract, OMR 10 for the title deed, OMR 25 for the form and 3% of the sale value. Verified [6]
  • For foreign investment projects, the Foreign Capital Investment Law allows land and real estate to be provided through long-term leases or usufruct rights. Verified [7]
  • The new Registry Law expressly accommodates registration in the names of non-Omani individuals and legal entities, subject to the laws regulating non-Omani ownership, so it does not by itself widen where foreigners may own. Verified [1][2][9]
  • Under ROP Decision 87/2026, the owner visa and owner residency can also be granted to the legal representatives of a legal entity that owns a real-estate unit. Verified [3][4]
  • Whether a 100% foreign-owned mainland company can take freehold title outside designated areas is not set out clearly in the public sources we reviewed. Reported – confirm

Pros

  • Holds business property inside a corporate structure
  • Suits offices, showrooms, warehouses, industrial and tourism use
  • Company legal representatives can qualify for owner visa / residency
  • Flexibility for succession and group planning (take advice)

Cons

  • Residential freehold for non-GCC foreigners stays limited to designated areas (ITCs, future cities, approved projects)
  • No automatic freehold anywhere on the mainland
  • Land-use, location and activity approvals apply; some areas are closed to non-Omanis
  • Residency attaches to the company's representatives, not to every shareholder, and ends if the unit is transferred

2. Integrated Tourism Complexes (ITCs) for individuals

ITCs are the established route for foreign buyers. Under Royal Decree 12/2006 and its executive regulation, Omani and non-Omani individuals or companies may own built units or plots in a licensed ITC for residence or investment. Verified [8]

Examples

  • Al Mouj Muscat and Muscat Hills, cited as ITC examples by Decree (August 2026). Verified [9]
  • Jebel Sifah, where the Ministry of Heritage and Tourism issued property rules in 2025 under the ITC system. Verified [10]
  • Muscat Bay, an OMRAN integrated tourism and residential destination selling freehold units (January 2026). Verified [11]
  • Hawana Salalah, described as Dhofar's Integrated Tourism Complex (2019 report). Verified [12]

There is no official published register of licensed ITCs that we could find. Ask the developer for the ITC licence and confirm it with the Ministry of Heritage and Tourism. [17]

What you get

  • Freehold title with no time limit, recorded on a title deed (mulkiya). Units can be sold, transferred, mortgaged and inherited under the ITC rules; heirs follow a set procedure, so plan your will. Verified [8][9]
  • Owner residency for the owner of a completed unit and first-degree relatives, renewable. Since June 2026 the owner visa and residency are sponsor-free and issued on a certificate from the competent authority. Verified [3][8]
  • Off-plan buyers: a buyer of a buildable plot or a unit whose registration is not yet complete can get a sponsor-free visa valid for 6 to 12 months, renewable for a similar period, with stays of up to 3 months at a time; the spouse and first-degree relatives can be included. Verified [3][4]
  • Golden Residency (separate programme): a renewable 10-year residency from OMR 200,000, where the property route requires completed residential, commercial or tourism units with a title deed in an ITC; it covers first-degree family. Verified [13] Confirm current thresholds with the Ministry of Commerce, Industry and Investment Promotion.

Key benefits

  • Established, well-documented freehold route since 2006
  • Family residency linked to ownership
  • Off-plan protection through the new Preliminary Register [2]
  • Resort-grade communities with hotels, marinas and golf

Limitations

  • Only inside licensed ITCs; check the licence
  • Plot buyers must build within 4 years (extension up to 2 years possible) [8]
  • Residency is discretionary and ends when ownership is transferred [3][17]
  • Golden Residency needs a completed, titled unit, not off-plan [13]

3. Leasehold and usufruct

Outside freehold zones, foreigners can hold long-term rights to use property. This is a right of use for a fixed term, not ownership of the land.

  • Usufruct rights must be registered to take effect against third parties under the new Registry Law. Verified [2]
  • Under the Ministry's apartment usufruct scheme (Ministerial Decision 357/2020, issued 15 October 2020), eligible expatriate residents can acquire registered usufruct rights in licensed multi-storey residential-commercial buildings for an initial term of up to 50 years, extendable up to 99 years. Verified [18][19] The 2020 scheme set registration fees of 5% for the buyer and 3% for the seller, and gave no visa at the time. Reported conditions included a minimum age of 23, a valid residence permit for at least 2 years, one unit per person, no more than 40% of a building sold to non-Omanis and 20% per nationality, and minimum prices of OMR 45,000 in Muscat and OMR 35,000 elsewhere. Reported – confirm [14]
  • Foreign investment projects can receive land through long-term leases or usufruct under the Foreign Capital Investment Law. Verified [7]
  • Residency: ROP Decision 87/2026 refers to a foreigner who owns a real-estate unit. Whether a usufruct or lease holder qualifies for owner residency is not clearly stated in the published rules, so do not assume it does and get written confirmation first. Reported – confirm [3][17]

Pros

  • Lower entry prices than many ITC units
  • Long, registrable terms
  • Useful for business premises under foreign investment projects

Cons

  • Not freehold; the right ends with the term
  • Eligibility rules, quotas and resale limits apply
  • Residency eligibility unconfirmed

4. Freehold and residency: what it is and is not

What it is

  • Permanent ownership title in qualifying zones, with no fixed term [8]
  • Owner residency renewable while you own the property [3][8]
  • Family inclusion: spouse and first-degree relatives [3]
  • Golden Residency: 10 years, renewable, from OMR 200,000 [13]

What it is not

  • Not citizenship and not permanent residency in the immigration sense
  • Not automatic: residency “may be granted” on a certificate from the competent authority [3][17]
  • Not transferable to a buyer: it ends, with family permits, when the unit is sold [3][4]
  • Long absences from Oman can void residence under the general residency law, as reported Reported – confirm [17]

5. Geo-diversification: Oman compared with global property markets

Many investors hold property in one or two expensive markets. Oman can add a lower-cost, USD-pegged Gulf asset with a residency link, but it is a smaller and less liquid market than Dubai or the global hubs. Here is a balanced, sourced view as of October 2026.

A balanced view

Where Oman stands out

  • Lower entry prices: the main Muscat ITCs index about 39–58% below Dubai's citywide median per m², and far below London, New York, Singapore and Hong Kong city-centre averages
  • No personal income or capital gains tax for individuals today, and no annual property tax reported
  • Residency linked to ownership: sponsor-free owner residency with no published minimum value, and Golden Residency from OMR 200,000
  • A rial pegged to the US dollar and investment-grade ratings from all three agencies

Where Dubai and global hubs lead

  • Liquidity: Dubai recorded more residential sales value in one quarter (about OMR 5.9bn) than Oman's sales contracts in all of 2025 (OMR 1.27bn)
  • Track record: Dubai's median price per sq ft rose 76% from Q3 2019 to Q3 2026
  • Deeper mortgage, resale and rental markets, and global brand recognition

What to weigh up

  • Volatility: Dubai's median fell 16% in one quarter of 2020 and 11.8% in early 2023
  • Oman is smaller and thinner: resale can take longer, and its official price index rose 22.7% year on year in Q2 2026, mostly land, so stable does not mean static Reported – confirm [G3]
  • Foreign freehold is limited to designated zones, and some 2026 rules still await executive regulations
  • Diversification works as part of a wider plan: take independent advice
Common claims, checked (October 2026)
  • "Oman is 30–50% cheaper than Dubai": index data shows the main Muscat ITCs about 39–58% below Dubai's citywide median per m². Premium waterfront listings can match or exceed it.
  • "0% property tax and capital gains tax": true for individuals today as reported, but a 3% registration fee applies on purchase, companies pay 15% tax on gains, and the 2028 personal tax's scope should be confirmed.
  • "Residency from any qualifying freehold": ROP Decision 87/2026 sets no minimum value, but residency "may be granted" on a certificate from the competent authority, and ownership is limited to designated areas.

Other designated areas and restricted places

Future cities and integrated neighbourhoods

The Ministry of Housing and Urban Planning lists future cities such as Sultan Haitham City, Al Thuraya City and Al Jabal Al Aali, and integrated residential neighbourhoods such as Surouh, among the locations where non-Omanis may own. Verified [5]

Special economic and free zones

From 21 September 2026, OPAZ rules allow freehold sales to non-Omanis in zone projects the board designates, subject to board-set minimum values, unit caps and nationality quotas, with residency for unit owners and their families. The framework is new; ask for the board decision designating the project. Verified [16][9]

Places closed to non-Omanis

Royal Decree 29/2018 bars non-Omani ownership in Musandam, Al Buraimi, Al Dhahirah, Al Wusta, Dhofar (except Salalah), Liwa, Shinas, Masirah, Jebel Akhdar, Jebel Shams, islands and sensitive sites, and of agricultural land nationwide; licensed ITCs are the exception. Verified [15][9]

Bottom line: In June 2026 the Ministry of Housing and Urban Planning confirmed that foreign ownership has not been opened to all areas. It stays limited to the locations named in existing laws, and GCC citizens follow separate rules. [5]

Property investment FAQ

Can foreigners buy property anywhere in Oman?

No. In June 2026 the Ministry of Housing and Urban Planning confirmed that ownership by non-Omanis remains limited to designated locations, such as licensed Integrated Tourism Complexes (ITCs), future cities such as Sultan Haitham City, Al Thuraya City and Al Jabal Al Aali, and integrated residential neighbourhoods such as Surouh. The 2026 residency changes did not widen where foreigners may own.

Does owning property in Oman give me residency?

It can. Since 22 June 2026, Royal Oman Police Decision 87/2026 provides a sponsor-free owner visa and owner residency for a foreigner who owns a real-estate unit, based on a certificate from the competent authority, and for the legal representatives of a company that owns the unit. The grant is not automatic, and the residency ends if ownership is transferred. Confirm eligibility with the Royal Oman Police before you buy.

Can I get a visa while my off-plan unit is still being registered?

Under Royal Oman Police Decision 87/2026, a foreigner who buys a buildable plot or a unit whose registration is not yet complete can receive a sponsor-free visa, based on a certificate from the competent authority, valid for six months to one year and renewable for a similar period, allowing stays of up to three months at a time. It can also be granted to the spouse and first-degree relatives.

How much property do I need to buy for Oman's Golden Residency?

Oman's Golden Residency programme, launched in 2025, offers a renewable 10-year residency from a minimum investment of OMR 200,000. The property route requires completed residential, commercial or tourism units with a title deed in an Integrated Tourism Complex. Confirm the current thresholds with the Ministry of Commerce, Industry and Investment Promotion.

Is usufruct the same as freehold ownership?

No. Usufruct is a registered right to use and benefit from a property for a fixed term, while freehold is ownership of the property without a time limit. Whether a usufruct holder qualifies for the 2026 owner residency is not clearly stated in the published rules, so do not assume it does.

Can my company in Oman buy property?

Companies can register property purchases through the Ministry of Housing and Urban Planning, subject to conditions. For a company's own licensed activity, the property must be of commercial, residential-commercial, industrial or tourism use and in the same governorate as the activity. Purchases for real-estate development require Omani or GCC ownership of the company. Check your exact structure with the Ministry before committing.

Is property in Oman cheaper than in Dubai?

On the data we reviewed, yes for comparable freehold areas. As of October 2026, index prices in Al Mouj, Muscat Bay and Muscat Hills were about OMR 800–1,150 per m² (about USD 2,080–2,990), roughly 39–58% below Dubai's citywide median of AED 1,685 per sq ft (about USD 4,940 per m²) for registered sales in Q3 2026. Premium waterfront listings can cost more, and Dubai's market is far more liquid.

Do I pay capital gains tax or annual property tax on property in Oman?

Individuals currently pay no personal income tax in Oman, so a personal property sale attracts no capital gains tax today, and no annual property tax is reported. A 3% registration fee applies when you buy. Companies are taxed on gains as income at 15% corporate income tax, or 3% for qualifying small businesses. A 5% personal income tax above OMR 42,000 is planned from 1 January 2028, so confirm its scope with the Tax Authority.

Does any freehold property give residency in Oman?

Royal Oman Police Decision 87/2026 does not set a minimum property value for the owner visa or owner residency, but it is granted on a certificate from the competent authority and is not automatic. Foreign ownership itself remains limited to designated areas, and the separate 10-year Golden Residency requires at least OMR 200,000 in a completed ITC unit. Confirm with the Royal Oman Police before you buy.
